I honestly couldn't understand what was going on throughout the video. It seems like an old machinima video with poor voice acting.
I think putting more effort into clearer voice acting would help, but this was done so poorly that I can't tell if you're a joking or not. I'll give you some credit for whatever effort you put into it, but it was still pretty bad overall.
This isn't exactly the place to submit comics.
Newgrounds is more based around animation and flash gaming, I suppose it wasn't the worst idea to submit your comic strip here. But there are many other websites that would appreciate this more than us.
If you haven't already, maybe you should try submitting this to deviantArt or something.

Your 'artwork' isn't exactly something to be desired, I liked your process of drawing, but I'd like to share a little tip with you to help you improve it.
If you draw the completed image to start off with, erase a little bit, create a new keyframe, erase some more, and then continue this process until you're back to a blank canvas, you can highlight every keyframe, and right click, then select "Reverse keyframes" for a smoother drawing effect.

Very cute.
It's a cute little animation, but it's still very short, and poorly animated. Not to mention the fact that it's outline still has a couple white pixels from wherever you cropped it.
Otherwise, it was very nice with the calming background and background music. You even managed to make the dinosaurs roar fit the calm background music.
Not bad, but it needs improvement.

There seems to be a lack of animation, in which you decided to recycle most of the brief animated segments. Maybe putting a bit more variety into your animation would be for the best.
I know you probably didn't write or perform the song you animated, I can't mark you down for my distaste for the music. However it seems like you were a bit lazy in lip-syncing, which is sort of inexcusable because of how short the song is. Not bad overall though.

You seem to have a good feel for the fluidity of this animation, not to mention how trippy you could make the video seem in a matter of seconds not only using the colors and animation, but with the background music as well.
